Fire

The Archway Campus Fire Action Plan

If You Discover a Fire:

  1. Operate the nearest Fire Alarm call point.
  2. Dial 9/999 for the fire brigade, giving details of the location and type of fire.
i.e. "name of department, name of building, The Archway Campus, 2 - 10 Highgate Hill, N19 5LW"
  3. Only attempt to fight the fire, if it is safe and practical to do so, using an appropriate fire extinguisher but only if you have completed appropriate fire extinguisher training.

If the Fire Alarm Sounds:

  1. On hearing the fire alarm, - leave the building by the NEAREST AVAILABLE EXIT and proceed directly to your ASSEMBLY POINT.
  2. Only stop to CLOSE doors & windows as you leave, if it is safe and practical to do so.
  3. Do NOT stop to collect belongings.
  4. Do NOT use the lifts.
  5. Do NOT re-enter the building until instructed to do so by the Senior Fire Brigade Officer present or the Duty Officer (Site Manager or Site Services Assistant). Note: The silencing of the fire alarm is not an indication that one may re-enter the building - reset procedures have to be undertaken which can take several minutes to complete.

Assembly Points

  1. There are two Fire/Emergency Assembly Points:
  • The grassed area between Clerkenwell and Estates and Facilities Buildings,
  • The central car park between the Furnival and Holborn Union Buildings.

Contingency for the Immobile

  1. There is potential risk involved when moving patients and/or disabled persons during an evacuation. Only use an 'Evacuchair' if it does not place the patient or others at a greater risk. Immobile/Disabled persons may be evacuated to a designated 'Disabled Fire Refuge' or follow recognised horizontal fire compartment evacuation procedures in certain areas. If unsure of specific requirements or areas, seek advice from your Fire Warden and or the Duty Officer.
  • Inform the Duty Officer and/or the Senior Fire Brigade Officer of the situation immediately on arrival, and give specific and clear locations/directions.

Control of a Fire Evacuation

  1. In case of the fire alarm being activated, control of the evacuation lies with the Duty Officer, assisted by Site Security, who will be in radio contact with one another. Control of the incident passes to the Senior Fire Brigade Officer upon their arrival.
  2. Outside of core hours, or in the absence of the Duty Officer, Site Security will take control of the emergency until the arrival of the Senior Fire Brigade Officer. All members of staff who intend to work outside of the core hours (07.00 a.m. to 20.00 p.m. Monday to Friday) MUST notify Site Security by telephone (020-7288 3429 / 5212 or 077 4762 7964) or in person. When finally leaving the premise's staff MUST also inform Site Security to account for their location in case of an emergency.
  3. Fire evacuation time of 3 minutes for most buildings is ideal; it is essential therefore that staff move quickly and efficiently when leaving the building. Fire Wardens should assist the Duty Officer and Site Security by ensuring that their areas of responsibility have been evacuated.
  4. Fire Wardens must report immediately to the Duty Officer that evacuation is complete or that there are persons trapped, remaining or unaccounted enabling accurate information to be passed to the Senior Fire Brigade Officer upon their arrival allowing appropriate and immediate action.

Location and Use of Fire Alarm Panels

  1. The alarm panels can only be 'enabled' using a key carried by the Duty Officer or Site Security. Alarms once operated can only be silenced by authorisation of the Duty Officer or the Senior Fire Brigade Officer. On hearing the alarms treat all as genuine, do not wait to be told to evacuate the building.

Alarm panels are located in:

  • Staple building, adjacent to the main entrance.
  • Furnival building at reception, with a repeater panel on the sixth floor.
  • Charterhouse building at the entrance on the ground floor.
  • Ely building ground floor at the foot of the staircase.
  • Clerkenwell building houses three alarm panels:
  • Sexual Health Clinic - Clerkenwell foyer area.
Archway Clinic of Herbal Medicine - Inside entrance door (also serves ASANTE Academy of Chinese Medicine above and including the one remaining vacant floor).
  • Department of Medicine - Ground floor opposite lift.
  • Holborn Union building at the first floor exit opposite the 'iron staircase leading to Department of Psychiatry and Behavioural Sciences'
The Social Space has a dedicated panel linked to the Holborn Union Building fire panel.
  • Estates and Facilities Office (Portacabin) inside of the entrance door.

Note: All the above panels feed to the main panel of the Holborn Union building.

Alarm Activation

  1. The fire alarm systems are activated by smoke detectors, heat detectors or the operation of call points, which are situated about the campus. Call points, only require a slight pressure on the glass fascia to operate (this glass is coated in a protective film to prevent injury and does not require the glass to be completely shattered for activation). It should also be noted that although cigarette smoke does not affect the smoke detectors, burnt toast is often enough to activate the alarm! Staff, therefore, should exercise care, especially in light of the number of staff kitchen areas about the site.

Equipment Testing

  1. There will be a weekly test of the system where the bells are activated for each building at the weekend.

Fire Drill

  1. There will be a full fire drill, per building, once per academic term. Notice will be given for the first one but not the remaining two.

General Points

  • Fire Doors carry out a vital function of preventing the spread of fire/smoke into escape routes. Do not wedge open Fire Doors. The blue Fire Door Keep Shut signs are MANDATORY signs which must be obeyed, failure to do so may result in a prosecution with substantial financial penalties. A fine of up to £5,000 for a door wedged open and a fine of up to £10,000* if a fire extinguisher is used can be imposed by the Fire Service.
  • When evacuating during an alarm, try to close windows and doors behind you to prevent the spread of flames and smoke.
  • Staff are to familiarise themselves with the Means of Escape and their actions/responsibilities in the event of the fire alarm being raised. Similarly, it is incumbent upon staff to point out the Means of Escape to students and visitors a like.
  • Please take note of the Health and Safety notices displayed in your department and about the site.
  • If you find any defective fire fighting equipment please report it to the Site Services Assistant (020-7288 5213 e-mail: archtemp@ucl.ac.uk ) or Site Security (020 8411 6020 / 020 7288 3429).
