Guidelines for parking and procedures for wheel clamping

Following recent agreements with the Whittington Hospital NHS Trust (WH) and Camden and Islington Mental Health and Social Care Trust regarding use of car parking facilities on The Archway Campus, there is a need to reflect these agreements and thus, for the current Car Parking Policy for the campus to be updated. The following policy therefore replaces the existing policy dated May 2002 with affect from date to be agreed.

Staff parking:

There are ninety-three car-parking spaces (excluding the 26 spaces contained within the blue hoarding) on The Archway Campus, none of which are guaranteed for use by any individual. However, due to the presence of Tenants on the campus i.e. Camden and Islington Primary Care Trust (CIPCT), Camden and Islington Mental Health Trust (CIMHT), National Institute of Medical Herbalists (NIMH), ASANTE Academy of Chinese Medicine (ASANTE) and Whittington Postgraduate Education Centre (WPGEC), the universities are obliged to provide nineteen spaces in total for use by these Tenants in accordance with the Lease Agreements with these organisations. To ensure that the universities meet this obligation certain parking areas on the campus are specifically assigned to the Tenants. This enables the remaining seventy-four spaces on the campus (of which three are designated for registered disabled persons) to be used by Middlesex University (MU) and University College London (UCL) staff.

In order to ensure all staff adhere to parking in the correct location and due to the openness of the campus i.e. no barrier access control systems at entrance locations (at present), all those wishing to park on the campus whether working for MU, UCL or the Tenants must be registered on the car parking database held by Site Security. This also enables Site Security to deal appropriately with those vehicles that may subsequently park in the wrong or inappropriate locations as well as those not registered to park on the campus.

It is important to accept that though one may be registered on the car parking database entitling them to park on the campus, this dose not guarantee a parking space. The ability to park on campus is on a first come first served basis followed by adherence to parking in the designated car parking areas as outlined overleaf. In addition vehicles should not be left on site overnight and vehicles at all times are parked on the campus at entirely the owner's risk; neither university accepts responsibilities for vehicles parked or the safety of contents that may be left within them.

To be registered on the car parking database requires completion of a simple form providing details of your car etc. The form is downloadable from our web page www.archway.ac.uk/estates. Completed forms are to be sent to junior.joseph@ucl.ac.uk. (Notification of vehicle changes etc. can be advised using the same form.) Applicants will receive an e-mail confirming receipt of their form and that, details of their car have been added to the database and Site Security notified. No permits are actually issued or payments required at the present time though this may change in the future subject to the possible introduction of appropriate software to issue parking permits. It should also be noted that the introduction of some form of charging in the future is also a possibility.

It is imperative that those staff entitled to park on site do so only in the designated parking areas applicable to them. In addition no vehicles are permitted to park in front of fire exits, fire hydrants or along the service road adjacent to the Charterhouse and Furnival Buildings. Vehicles found to be parked in the wrong designated area and or causing an obstruction to for example any of the above will be clamped.

The Archway Campus is split into eight main areas and those entitled to park in these areas are listed below:

** Staff using these spaces should leave a contact number in the windscreen - so that those parking at the front can be contacted easily if someone needs to leave in a vehicle parked in one of the rear spaces.

Visitors to the campus:

Though visitor parking is permitted this is primarily intended for those visiting the campus to attend meetings etc. To ensure that visitors are not clamped, departments are asked to notify site security in advance of visitor's car registration details. A maximum of only three visitors vehicles will be able to park on site at any given time, as the availability of spaces that can be made for visitors is restricted to three within the central car parking area. Visitors parking in other areas of the campus are liable to be clamped.

Students:

Students are not considered visitors and the policy on student parking in respect to The Archway Campus is different to some of the other Middlesex University campuses. This is due to the limited availability of car parking at The Archway Campus. Thus, students are not permitted to park unless it is after 15:00 p.m. Monday to Friday or anytime at weekends. Students parking vehicles at any other times are liable to be clamped.

Patient parking:

The only parking spaces permitted on the campus in respect to patients parking are the three spaces located immediately to the right of the main entrance of the Clerkenwell Building, which are designated as disabled bays and thus should be used by such persons only. Patients parking vehicles in any other location (other than the visitor parking spaces if booked) are liable to be clamped. Visitors to Tenants can also park in the areas designated for Tenants assuming spaces are available and site security have been advised that such permission has been granted.

Procedures when a vehicle is clamped:

Where vehicles are clamped and it is a first time offence, the clamp will be released without charge by Site Security once they have explained the reasons for why the vehicle was clamped. Where repeat offences occur after an initial warning has been given, the clamp will not be released without payment of a fine. The £40.00 fine will payable either in cash or by cheque made payable to "University College London" guaranteed by a cheque guarantee card.

The exception to the above is WH employees and non-members of staff and students of MU and UCL. Where these have been found not to have parked in the correct designated area and or causing an obstruction and or not registered to park on the campus the fine will be instant.

Note:

A one-way system operates on the campus along the service road adjacent to the Charterhouse and Furnival Buildings. This must be observed at all times and thus all vehicles entering the site must do so from Archway Road. Those parking in the Archway Road car parking area can exit the campus into Archway Road, but those parking in the central parking area and outside the Staple Building must exit only onto Highgate Hill.

There are no longer any pay and display spaces within the main WH located opposite the campus. Access to parking on the WH site is now restricted to WH employees and is access controlled via issued of a "Controlled Parking Permit" by the Facilities Directorate.

In addition the roads surrounding the campus are now part of the Controlled Parking Zones IS-K and IS-P and thus, parking is restricted to residents only unless you are in possession of a Voucher or Permit entitling you to park in these area. Permission to Park Vouchers for example (costing nine pounds per day) are for use where a vehicle is necessary for works (and other specified reasons) at nearby or adjacent premises. Issuing of Permission to Park Vouchers including other designated types is at the discretion of the Parking Permit Officer of Islington Parking Services a department of Islington Council. Anyone requiring further information on the permits available from Islington Council should contact junior.joseph@ucl.ac.uk in the first instance.

Appeals:

Anyone liable to pay a fine has the right to appeal. All appeals must be made in writing and forwarded to The Archway Campus Site Manager at the following address: Estates and Facilities Office, University College London, The Archway Campus, 2-10 Highgate Hill, London N19 5LW.

All appeals will receive a written reply as to whether the fine is upheld or waived and the reasons why. Any decision made will be final and without further appeal. Appeals will normally be dealt within three weeks of their receipt.
